However, that evening I received an e-mail suggesting they could help anyway. I called again and the matter was resolved immediately. This operation is good, helpful and honest. If anything goes wrong again with any of my TVs, Arbat is the first place I'm going to call! I was impressed. Thanks.

The technician that serviced my TV promised to return with another part within a couple of days. Since he got my TV working, I paid him $250 in cash. He left the shielding on a circuit board disconnected. I haven't heard from then in over 2 weeks and probably never will.
